Marr talks about her trip to Baghdad

Over at the Council for Foreign Relations, Phebe Marr, author of The Modern History of Iraq, talks about her recent visit to Baghdad and Basra. Though struck by “the genuine and very lively political process”, Marr warns that the Iraqi government is unable to act effectively against the insurgency. (SC)
